The movie focuses on the representatives of the original colonies that engaged in the 2nd Continental Congress. 1776 depicts the three weeks of deliberation (and, oftentimes, acrimonious debate) that led up into the registering of one of the most important records at the annals of the USA, the Declaration of Independence.
