At Queens' rail yards, contractors repair and reconstruct the city's metro cars. These contracts are lucrative, therefore corruption and graft are rife. After Leo Handler gets out of prison, he also discovers his kid married to Frank Olchin, one of the contractors. He's battling with a firm for contracts.
